In short
As of August 2026, the Life in the UK Test is not changing yet. It is still based on the official handbook, currently the 3rd edition, and the format is the same, which is 24 multiple choice questions in 45 minutes with a pass mark of 18 out of 24. Reform has been proposed, but it has not been brought in.
So if you are preparing now, keep preparing with the current handbook and current practice. Nothing about the test you will sit has changed. It is worth checking for updates near your test date, but you do not need to wait for a new version or hold off on booking.
In May 2025 the Government published a White Paper called Restoring Control over the Immigration System. It set out ideas for changing parts of the immigration system, including proposals that could, in time, shift the test toward British values and add stronger English requirements. A White Paper is a set of proposals, not a law, so these are ideas under discussion rather than changes you have to prepare for now.
The official Home Office handbook is still the 3rd edition, and the test still draws its questions from it. The format is unchanged. You still get 24 questions, 45 minutes, and you still need 18 correct to pass, which is 75 percent. Any book or website advertising a brand new official test should be treated with care, because the official syllabus has not changed.
There is a proposal in the background. The government white paper published in May 2025, Restoring Control over the Immigration System, sets out an intention to refresh the test as part of wider changes to settlement and citizenship. Proposed is not the same as in force. As things stand the GOV.UK booking page still describes the same test, and no new handbook edition or question bank has appeared.

If you are getting ready for the test, prepare with the current handbook and current practice questions, and book when your scores are steady above the pass mark. There is no reason to wait for a possible new version, because there is no confirmed date for one, and the test in front of you today is the one that counts.
